How to Analyze Land for Development
Land analysis answers four questions in order: what is the parcel, what may be built on it, what would building cost, and does the result justify the purchase price.
1. Confirm the parcel
Start from the APN rather than the address. Pull lot dimensions, recorded acreage, easements, access and the assessor record. Irregular parcels are where address-based assumptions go wrong.
2. Read the zoning and the envelope
Identify the zoning district, permitted uses, density limits, height, setbacks, lot coverage and parking. Then translate those into a buildable envelope. Anything you cannot confirm in the ordinance belongs on a verification list, not in your pro forma.
3. Check the physical and environmental constraints
Slope, soils, flood and wetland mapping, wildfire exposure, utility availability and site access all move cost and schedule. Steep terrain and buffers can quietly remove most of a lot's usable area.
4. Cost it, then test the deal
Build a construction cost range with regional rates, add soft costs, permits, financing and contingency, and compare against supportable value from comparable sales. If the value basis is not reliable, say so rather than forcing a return number.
